According to the Order of ANAF President no 2520/2010 starting 25.11.2010 the large and medium sized taxpayers, as well as their secondary offices have the OBLIGATION to submit tax returns by electronic means of remote transmission through the National Electronic System.

Also, from 1 January 2011, a single statement will be filed - FORMULAR 112 - DECLARATION ON SOCIAL CONTRIBUTION PAYMENTS, INCOME TAX AND NOMINAL EVIDENCE OF INSURED PERSONS – the form will be completed, signed and transmitted over the internet, using the electronic signature.

With a single qualified certificate, you can submit online tax returns for an unlimited number of companies. According to the existing methodology, the person holding the qualified digital certificate must be empowered by the respective companies, empowerment that should be submitted to ANAF and NOT to the qualified certificate provider, ie Trans Sped.

According to the CNAS Order 974/2010, the submission of supporting documents on the reporting of the activities performed for the settlement, the reporting forms and the data files are made online, using the qualified digital certificate of the electronic signature.

Important: After purchasing a qualified digital certificate, to be able to use it in SIUI you will need to perform the registration procedure. The procedure is published on the internal portal of medical-pharmaceutical service providers and the steps are as follows:

  1. You will need to go to the CJAS, with which you have signed a contract, with your device containing the qualified digital certificate and the printed email in which you are notified of the issuance of the certificate (the mail contains the serial number of the certificate)
  2. The CJAS representative will register the certificate in SIUI
  3. You will then register the certificate in your personal application and check the connection to the SIUI. The procedure for this step has already been received and you have access to the latest changes through the portal, which you should consult on a regular basis.

Starting July 1, 2012, according to O.M.S. 674/2012 the medicines with and without personal contribution in the outpatient treatment will be obligatorily prescribed only by CNAS system in electronic format, with electronic signature.

Submit documents to the MySmis 2014 portal

The Ministry of European Funds provides the potential beneficiaries in Romania with a portal for easy access to European money for the 2014-2020 programming period. The system ensures increased transparency and accountability at the level of the judiciary in order to improve the access and quality of services provided at its level.

Signature issued by Trans Sped can be used in the relationship with the Ministry of European Funds. This is allowed following the registration of the certificate on the website http://www.fonduri-ue.ro/mysmis

To register the certificate on the MySmis 2014 portal, you must follow the steps below:
  1. The certificate holder must have an account on the MySmis2014 portal
  2. Get the PDF registration form and sign using Adobe Reader (EasySign Program is not used).
  3. The signed document is sent to confirmation@transsped.ro
  4. The document will be verified by us:
    - If the document can not be validated, you will receive the necessary details to refill the document by email.
    - If the document is valid, it will countersign and will be sent to the email address of the certificate.
  5. The countersigned document will be uploaded to the site http://www.fonduri-ue.ro/mysmis in the Upload the signed document section.
Bancpost

If you are a Bancpost customer, you get a 23% discount on the electronic signature package. (The price is 41.58 euros (excluding VAT).)

You can present yourself at the Bancpost Branch where you have an open account. Bancpost advisers will help you to complete the online form for the release of the qualified digital certificate and they will send the necessary documents to Trans Sped.

The price for a package containing:

  • qualified digital certificate
  • secure cryptographic device
  • EasySign Light - document signing application

The validity of the qualified digital certificate is 1 year, according to the Regulation (EU) No. 910/2014. For the renewal of the certificate, in the second year, the tariff is 30 euros (excluding VAT).
